It is one card for all government payments. It brings all government programmes together in a single solution for receiving pensions, student grants, salaries, subsidies and other social benefits.

It can have several accounts:
Personal — for your own money and social benefits, with no restrictions on spending, transfers or cash withdrawals
Special — for individual targeted government programmes, with funds that can only be spent on certain goods and services

On the home screen, tap “All cards” below the card image, then “Open a card”. Select Diia.Card, read the terms and tap “Activate card”.

Student grants, pensions and your own money can be spent without restrictions.
You can use the card to pay in shops, withdraw cash, top up accounts, transfer money to other cards (P2P) and make regular payments.

Funds from targeted payments can only be used according to the terms of the relevant government programme.

How to spend the funds:

• If you have money in only one account, it will be debited from that account automatically.
• If you have money in several accounts and want to pay using a government payment, tap “Pay with government benefits” below the card and select the programme. Otherwise, the money will be debited from your personal account.

To find the IBAN for the Diia payment you need, tap Diia.Card, then “Connect a payment” and confirm that you want to open an account.

Then, on the app’s home screen, tap the card, followed by “Card details” and “Programme accounts”.

Tap “Connect a payment” below Diia.Card. Then select a programme available to you and tap “Apply in Diia”.

From 2026, School Starter Pack payments are made into the special Diia.Card Childcare account.

To apply, tap Diia.Card on the home screen, tap “Connect a payment” below the card image, select the Childcare programme and apply in Diia.

The application deadline is 1 November 2026.

The funds can only be used in Ukraine and only at shops in the following categories:

• Clothing and footwear;
• Food and medicines;
• Bookshops;
• School supplies and stationery shops;
• Sporting goods shops.

There is no time limit for using the funds.

First, open an account for the payments if you do not already have one: tap Diia.Card on the home screen, tap “Connect a payment” below the card image, select the Childcare programme and confirm that you want to open an account.

To get the account details, tap the card, then “Card details” and “Programme accounts”.

You can apply for a payment through:

• Pension Fund of Ukraine service centres;
• Administrative Service Centres (CNAP).

The funds can only be used in Ukraine and only at shops in the following categories:

• Food and groceries;
• Clothing and footwear;
• Medical and care products;
• Toys and development.

There is no time limit for using the funds.

To apply for the payment, select Diia.Card on the home screen, tap “Connect a payment” below the card image, select the eKnyha programme and apply in Diia.

The money can be spent on printed books, e-books and audiobooks in Ukrainian, only at bookshops participating in the eKnyha programme. The list will be available on the Ukrainian Book Institute website.

Use the funds within 3 months of receiving them.

To apply for the payment, select Diia.Card on the home screen, tap “Connect a payment” below the card image, select the Health Screening programme and apply in Diia.

You can choose any facility — state, municipal or private — as long as it participates in the programme. The list of participants is available on the National Health Service of Ukraine website.

And do not worry about your registered address — you can choose whichever city and hospital are most convenient for you.

Use the funds within 2 months of receiving them.

To apply for the payment, select Diia.Card on the home screen, tap “Connect a payment” below the card image, select the Veteran Sport programme and apply in Diia.

You must apply by the 20th day of the first month of the quarter (for example, to receive a payment for the second quarter of 2026, you need to apply in the Diia app by 20 April).

Funds from the Veteran Sport programme can only be spent through cashless payments in Ukraine for physical activity and sports services: at gyms, sports grounds, classes and clubs with merchant category codes MCC 7941 and 7997 (Physical Activity and Sports).

The funds can be spent during the quarter in which you receive them.

You can receive any payments into your personal Diia.Card account — salaries, student grants, pensions and social benefits. You can also apply for payments under government programmes:

• Basic Social Assistance
• IDP Payments
• War bond payments
• Deposit reimbursements from liquidated and failed banks
• Unemployment benefits
• Motor Liability Insurance Reimbursement
• eMaliatko
• Maternity Assistance
